Chelmsford provides 3 forms of education for its student population: the Chelmsford Public Schools (K-12); the Nashoba Valley Technical High School; and the Chelmsford Public Charter School (5-8). The latter is funded by the town under the category of Non-appropriated expenses. The total expenditure for town education in FY08, including all three systems, is projected to be $45.76 million representing an increase of 2.77% or $1,231,652.
Education spending in Chelmsford for FY08 represents 45.8% of the total town budget (a decrease of 2.0% from FY07).
Because of the important Initiative for Local Aid, the Local Aid Resolution was adopted and represents an increase in FY08 school aid. Chelmsford's school aid is projected to be $8,365,004 in FY08, which is nearly a $1 million increase over FY07. This increase is the result of hard work and lobbying on behalf of Chelmsford and is the first significant increase that the Town has seen since FY02! Prior to the Local Aid Resolution, Chelmsford received approximately the same level of fundnig since FY04, which was itself a decreae of $1,638,025 from funds received in FY03. The increase for the coming year brings us to approximately the the level of funding from 2002.
Although this aid package is a major step forward, Chelmsford contniues to be hurt by an inequitable funding formula. Despiet acknowledgment by the Governor and Legislature, there has been little progress made in improving this damaging issue.
